All about RTI, Procedure and RTI application format

If you are concerned about your profession or as an citizen, RTI is an useful tool to extract information from government department. That information can be used constructively for your cause. 
Under Right to information act 2005 you can ask for information from any government department.
For central government RTI application:
For central government department you can just go to https://rtionline.gov.in/ and submit your application to concerned department online directly. Fees is also paid online.
For state government RTI application:
Many state governments do not provide online facility. You can go to the website of concerned authority and look for address for submission for RTI. Or you can google. Like for UPPSC you can google RTI UPPSC to get the address of public information officer. Once you get the address , get demand draft prepared in favor of concerned authority and send you application letter with DD of fees .

COMPLETE PROCEDURE FOR SUBMITTING AN RTI APPLICATION WITH ALL DETAILS:

A. RTI FILING PROCEDURE
1. Find the Public Information Officer address from the website of the organization.
2. Write a RTI application letter addressed to the Public information officer and clearly ask your questions.
3. FEES
(a) Attach an IPO (Indian Postal Order) or DD (Demand Draft) of Rs.10 along with the application or pay the cash amount of Rs.10 in treasury and get challan (receipt). (No fees If you send BPL card photocopy)
(b) If you are living abroad then a Rs 10 DD from any bank will work. Just do the conversion for that time and keep the DD amount a little bit more than Rs 10.
(c) If u had asked for any photocopies of documents, they will calculate the fee and demand it from u. So it’s better to send DD or IPO of some extra amount initially with the application itself.
(d) To avoid any delay include a fully paid self addressed envelope with the application.
(e) The information on whom the check/draft/IPO should be addressed to is available on almost all government website. For example in case of CVC it is to “Section Officer, CVC”.
4. RTI – Sending Options
(a) Send it through Normal Post or Speed Post or Registered Post or in person.
(b) It is advisable to send by Speed Post or Registered Post because you will have a proof (receipt) of your posting.
(c) If possible also send an email of RTI Application to PIO’s official email ID displayed in the website on the same date. The clock starts ticking from the moment the email is sent (not opened). It isn’t a valid application till it is accompanied by the proper fee. That’s the whole trouble with online applications. The Fees (Rs.10) along with RTI Application can be sent by post subsequently, but the time limit starts from the day the email is sent/received.

C. APPLICATION FEE DETAILS
1. Application fee : Rs. 10/- . RTI Application can be sent Free of Cost by BPL (Below Poverty Line) people. You need to attach photocopy of your BPL Card along with the application.
2. Additional fees towards cost of providing information:
(a) rupees two for each page (in A-4 or A-3 size paper) created or copied ;
(b) actual charge or cost price of a copy in larger size paper;
(c) actual cost or price for samples or models; and
(d) for inspection of records, no fee for the first hour; and a fee of rupees five for each fifteen minutes (or fraction thereof) thereafter.
(e) For information provided in diskette or floppy, rupees fifty per diskette or floppy; and
(f) For information provided in printed form at the price fixed for such publication or rupees two per page of photocopy for extracts from the publication.
3. Mode of Payment
The total amount of fee payable while seeking information under the Right to Information Act may be paid in cash at concerned office or in the form of Postal order or demand draft or bankers cheque in favour of concerned information authority payable at the location at which the request is made.
IPO (Indian Postal Order)
IPO is similar to the size of your bank cheque. You can purchase it from any post office by paying Rs.10. You need not to fill any form to purchase it. Tear off the Left Part of IPO & keep with you as a proof of purchasing. Mention the following on IPO on specified space on Right Side.
D. TIME LIMIT AND FINE FOR LATE INFORMATION
Public Information Officer is responsible for the timely reply of RTI. Every PIO is bound to reply within 30 days of receipt of the RTI application. If there is an delay without any justified official reason or if wrong information is provided, PIO can be fined upto Rupees 250/- daily upto Rs.25,000 with a way of deduction from salary.
